One of Georgia’s Largest County School Districts Modernizes HR Operations with Docufree

Challenge

With more than 140 schools, 14,000 faculty and staff, 92,000 students and decades of legacy HR documents stored across multiple systems and physical locations, one of Georgia’s largest county school districts faced mounting challenges in managing, securing, and accessing critical employee records—all of which were paper-based.

With the school district’s HR team responsible for maintaining millions of records across disparate systems, buildings, and document types, the department found itself mired in operational inefficiencies and increasing risk.

Key challenges included:

  • Physical files were spread across three different buildings with five separate rooms at one location, three at another and one at the last storage location. Employee information was found in a number of different areas, including an HR Records Center, file rooms, file cabinets, salary cards and microfiche.
  • HR physical records were occupying more than 4,000 square feet of storage.
  • Legal, audit, and employee file requests were sometimes taking days to fulfill.
  • Significant compliance and privacy risks were mounting with sensitive data so dispersed and access hard to control.
  • HR had no clear visibility into what documents the district actually possessed.

 

“We literally had HR staff driving personal vehicles to retrieve records, many times to off-site locations,” said the district’s Director of Human Resources Information
Systems. “Even locating a single salary card often required searching microfiche and paper files in multiple places. It just wasn’t an efficient way to locate the information we needed in a timely manner.”

Solution

Recognizing that this approach to building effective and efficient HR operations was not sustainable for a growing school district, the department set out to
fundamentally modernize its records environment with a new digital strategy.

Key objectives for the digitization project included:

  • Creating a secure, encrypted, geographically redundant central repository for all employee records
  • Having the ability to increase customer satisfaction by having records requests available in seconds
  • Increasing compliance and applying uniform retention rules
  • Providing the ability to search text and hand-written content of the files
  • Securing HR documents and controlling access to confidential files Integrating documents with HRMS systems
  • Automating day-forward digital workflows to prevent future paper buildup

 

Once the objectives were established, the district issued a competitive RFQ for its digitization initiative with a mandatory requirement for all bidders to hold either a state, federal, or cooperative contract. Implementation involved:

  • Digitizing more than 1.2 million HR records from hundreds of locations
  • Indexing 5 + million data elements for precise, fast retrieval
  • Creating 9 + million pages of text and handwriting in fully searchable PDFs
  • Implementing role-based access controls across 35 document types
  • Configuring automated retention rules tied to hire/termination dates by document type

 

The project consolidated documents from multiple file rooms, cabinets, microfiche binders, and salary-card collections from the three different locations across Atlanta.
